Version:           unknown (using KDE 3.2.0, Gentoo)
Compiler:          gcc version 3.3.2 20031022 (Gentoo Linux 3.3.2-r2, propolice)
OS:          Linux (x86_64) release 2.6.3-gentoo

A drop down widget list is placed in one of the Xinerama screens, also if the "parent" drop down widget is displayed partly on both screens. 

The drop down list is placed in the window in which the parent window has more than 50% of its width.

However, I believe it is more consistent behaviour of a drop down list to be placed strictly aligned under its main widget.

doing what you suggest would make it harder to use. the current behaviour is purposeful and desired.
