Why was this marked as AIM/ICQ specific?

At a minimum this wish would also apply to MSN and Yahoo.

Ugly patch to disable typing notification completely.

This patch is very far from the Right Way to do it, but if anyone is
desperately needing a way to turn typing notification off immediately, it's
better than nothing.

Patch adding option for sending typing notifications

This patch, against CVS HEAD, adds an option to the Configure
Kopete->Behaviour->Chat tab to control sending of typing notifications.

Beautiful! I've been looking on-and-off for a way to turn off notifications for a few months now, and apparently this basic feature is not even implemented. I honestly would consider this a bug. Please incorporate patch asap.

Without looking at the patch, it's likely to be obsolete, or will need some work at least.

Does somebody have an up-to-date patch, which might get considered by devs again?
