The system tray's border appears when you move your mouse over the tray and disappears when you move it out, and very nice that is too. However:

If you move the mouse over the border of the panel itself, the border for the tray appears. If you then move the mouse out of the panel, the border remains. If instead, you move your mouse rapidly out of the panel, the border doesn't appear.

Maybe this has something to do with the mouse event propogation the systray does?
