The lower horizontal scrollbar in the Html viewing component remains visible, although the content of the page does fit. This seems to be the same bug, that occured in the Konqueror, where the lower scrollbar also always remained visible, independet of its content. It's ok to show the scrollbar if headings or pictures aren't completely visible. Otherwise the text width can be adjusted and there is no need for a scrollbar. 
This behaviour can be reproduced by viewing a man page or just the khelcenter/index.html. The last mentioned page is shown with a lower scrollbar, even the "browser window" is bigger than 1000 pixels in width and gives more than enough room for the content to be displayed.
