After I finally found the KDEPrint Manual, which is well hidden(*) in the khelpcenter (no search option available -- see existing bug reports; not a very intuitive navigation tree in some places), I see this:

* If you click on the toplevel "Printers" item in the left pane, you get the Handbook's starting page in the right pane. Following the links in the TOC or the "Next" and "Previous" links in the right (contents) pane works

* If you open the toplevel "Printers" item by clicking on the [+], you get some sublevel headings displayed, also with other sublevel [+] to open included. Clicking on these left-side item headings doesn't work. It just displays the same item heading then on the right pane, but never renders the page.

This probably happens in a similar way with other Manuals too, I haven't checked.

Note, the manual is available directly from the 'Help' button in any print dialog, and from 
KControl's help tab, if you are looking at the Printer administration module. 
 
It would be nice if the printer adminstration module could insert a Help button when run 
directly, in fact, I think I will file that as a wishlist item.  I would expect most people have the 
dialog already open when they discover they need help with it, however, the navigation in the 
KHelpCenter manual mirrors the location of the application itself - whether that's intuitive is 
debatable. 
 
In any case, the actual bug here, the misrendering if you choose TOC items from the left hand 
panel, is quite repeatable (CVS HEAD)
