need module in kontrol center to list/change/add environment variables for both user and system wide environment variables. it should also display the usuage/description of that variable like PATH - used where the system will look for programs.

Setting all variables is not possible, see discussions on #30463. For KDE session-wide 
configuration, this is a duplicate.
