To reproduce:

Find a website that is slow
Go to a url like: http://foo.com/dir1/dir2/file.html
Press the 'Up' button twice fast (Must be faster than the server can react)
You will end up in http://foo.com/dir1/dir2/ and not in http://foo.com/dir1/

If you press 'Up' twice slowly then you will end up in http://foo.com/dir1/

Is your clicking fast enough to be considered double-clicking the button? 
 
I confirm this for the Up, Back and Forward button, but that required me to 
double-click the buttons.
