OS:          Linux (i686) release 2.4.18-4GB

When a "tooltip" is displayed over a form input field's, the tool tip is cut by the form fields - as if the page were drawn, then the tooltip, and then the input fields ontop of the tooltip.
 
 you can check it at http://www2.ltur.de/de/search.ltml?zo=PMI&kfa=1&sa=PA
->put your mouse over the "Abflughafen" combobox, and the tooltip appears, but it has "holes" where the form fields overlap.

The page doesn't seem to use the tooltips any longer, but the description you provided appears to be the same as #31121, which has been fixed for most widgets in 3.2
