There is currently no KMail developer who has the time to create a database backend for KMail. Of course we welcome anyone who wants to work on this. And BTW, for accessing local mail folders in Konqueror a rdbms framework is completely unnecessary. Instead KMail could be split into a daemon and a GUI frontend. The local folders could then be accessed by Konqueror through the daemon.
