I do not want to use the proxy for my local network ....

how on earth is anyone supposed to draw that conclusion when looking at the dialog? looks plain wrong to me. in fact i think is much more likely someone would like to bypass proxy for only a few domains, than using it for only a few.
well then the label of that checkbox should probably be adjusted to clarify the situation.
