Using Qt version 5.15.13 in /usr/lib/x86_64-linux-gnu
(base) sglbl@ddspc:~$ which kolourpaint
/usr/bin/kolourpaint
(base) sglbl@ddspc:~$ kolourpaint --version
kolourpaint 23.08.5

I'm not on kde, I'm on gnome. but I found a workaround using some qt5ct themes so you can ignore the issue if you want. 
For me this bug is a bigger issue https://bugs.kde.org/show_bug.cgi?id=515986 Thank you
