SUMMARY
Timestamps in the message history are always displayed in 24-hour time, even with my system set to 12-hour time.

STEPS TO REPRODUCE
1. Set OS to 12-hour time in System Settings.
2. Open a room in NeoChat.

OBSERVED RESULT
Timestamps are displayed as 24-hour hh:mm.

EXPECTED RESULT
Timestamps are displayed as 12-hour am/pm times.
