OBSERVED RESULT

SUMMARY
Icons get small with the panel height lower than 30.
They are smaller that the system tray ones.


STEPS TO REPRODUCE
1. Set the panel height to 29 or less.

Icons not smaller than the tray ones.

Can reproduce.

Task Manager icons shrink smaller than tray ones at smaller panel sizes despite the tray typically being under a margins separator.
