OBSERVED RESULT The scrollbar has one outline when by default, but has just one when a cursor is over. EXPECTED RESULT It should have a consistent number of outlines. Can confirm, the outline effect is being overtaken by the highlight I think. Also depends a bunch on the current frame-intensity user has set.
