Issue in Plasma 6.5.5

STEPS TO REPRODUCE
Look closely at the top and bottom of the Application Launcher's scrollbar.

OBSERVED RESULT
It's asymmetric.

EXPECTED RESULT
It should be symmetric.

Moved to libplasma as the issue is with the PC3 ScrollBar. https://invent.kde.org/plasma/plasma-desktop/-/blob/master/applets/kickoff/KickoffListView.qml#L190
