STEPS TO REPRODUCE
1. Open a DeviantArt post with a 4K image, open the image, click to zoom; try to use the image's scrollbar.
2. Open a YouTube live, activate Theater Mode; try to use the chat's scrollbar.
3. Open TheVerge news outlet's comment section; try to use the comment section's scrollbar.

OBSERVED RESULT
The page's scrollbar stays right on top of the content's scrollbar; ruining navigation.

EXPECTED RESULT
The scrollbars should be side by side, and perhaps the one on the right should vertically say "Page" and the one on the left should vertically say "Content".

KWin doesn't render any scrollbars. Report it to the app / browser in question.
