SUMMARY
When users try to change the system locale on Fedora systems, it fails because it cannot install the missing locale data to support it like it can on Ubuntu.

STEPS TO REPRODUCE
1. Go to Region & Language in System Settings
2. Add a new locale and try to switch to it

OBSERVED RESULT
Locale switch fails.

EXPECTED RESULT
Locale packages are installed and the locale switches successfully.

Linux/KDE Plasma: Fedora Linux 43 (KDE Plasma Desktop Edition)
KDE Plasma Version: 6.5.5
KDE Frameworks Version: 6.22.0
