SUMMARY
Usecase is a PIN-protected SIM with mobile data enabled. On boot, both the SIM PIN request page and the mobile data connection password page come up: the mobile data connection page takes focus and goes full-screen, but no interaction with it is possible until SIM PIN is inserted in the other dialog.

When the user does not think about triggering the task switcher, they'd think the shell or the entire system to be unresponsive/crashed.

This specific usecase could be fixed by making sure the mobile data connection's password is stored and not asked everytime. Password is empty in my provider's case.
But in general, the SIM unlock dialog should remain on focus to avoid user misunderstanding what's going on.
