It's a spam that regularly pops up in your SystemTray without any communication. No mouse-over, leftclick dismisses it opening your browser. In my case it's non-default browser I just happen to have for dev testing (chrome). Since you have to left click it to find out what it is and it immediately disappears and doesn't show up in your SystemTray Entries, you're gonna experience it in a few days again. And again. And again. Until you remember what it is and rightclick-dismiss without actually knowing what it is. Dismissing it may not actually fully disable it though, how would a user know? Could we not default-enable random features the user didn't ask for? At a risk of sounding a bit ranty. This is linux, not windows...
Fhere is a "do not show again" on the context menu that will make it go away forever. Agreed the tool tip could have a subtitle explaining a bit more.

Point being, no way to know what it is in order to be able to judge if I want it to "not show again". Also point being it shouldn't be installed as part of Plasma Desktop in general. Or be disabled, available via System Settings. Opt-in over opt-out.
That's your opinion. Feel free to uninstall or ask your distro not to ship it by default.
So it's not a bug that mouse-over action on that tray icon does nothing? Good one. (And it's my expert opinion.)
