SUMMARY
As the title says, the close button on GTK apps still has the circle around, Breeze theme defaults to not have this circle anymore, on notifications neither window decoration, so this shouldn't be the default for GTK apps.

This make windows like Firefox, Parabolic and many others that use libadwaita or GTK CSD to be more inconsistent with the rest of the desktop

Maybe this issue shouldn't be attached to gtk theme, I don't even use Breeze's GTK theme, I use Yaru Purple Dark, but this button persists in any GTK theme that you select, so maybe this issue should be at window decoration component
