SUMMARY
If Wi-Fi is turned off, the hotspot can not be turned on. The switch will toggle on but you'll get a notification that the interface `wlan0` can not be found. Turning on Wi-Fi fixes that and the hotspot will turn on and show on other devices.

STEPS TO REPRODUCE
1. Turn Wi-Fi off
2. Turn on the hotspot through the KCM

OBSERVED RESULT
The switch toggles on but the user gets a notification that the interface `wlan0` could not be found and the hotspot isn't actually turned on.

EXPECTED RESULT
The Wi-Fi to be turned on if necessary and the hotspot to be created.
