SUMMARY
When you run games on a non-US English, the keys do not work. The US English layout is in the first position in the keyboard settings. Changing the keyboard layout with a keyboard shortcut won't help. 
But the most annoying thing is that in some programs and games the language does not change from English with a keyboard shortcut.

STEPS TO REPRODUCE
1. Launch some game with a non-US English keyboard layout. For example, RimWorld.

OBSERVED RESULT
As mentioned above, the letter keys don't work. Switching the keyboard layout with a keyboard shortcut won't help.
Interestingly, I found a solution that was not the most convenient: If you move the US English keyboard layout to the second place in the system settings, in the keyboard section, accept the changes and return the US English layout back to the first place, it will help.

EXPECTED RESULT
Ideally, the language would change by keyboard shortcut. Is there any way to customize the keyboard shortcut so that the order of keyboard layouts changes?
