SUMMARY
I want to install every flatpak on user so it doesn't take up space from root, but when I try to install flatpak file (.flatpak/.flatpakref) it doesn't give me an option to install it to user. This is not an issue with .flatpakref files that points to a flatpak from flathub.

STEPS TO REPRODUCE
1. open a .flatpak/.flatpakref file with discover
2. install it

OBSERVED RESULT
It only allows you to install to root and doesn't give an option to install it to user.

EXPECTED RESULT
Give an option to choose where to install flatpaks.
