You are using H.264 for GPU Screen Recorder and VP9 for Spectacle. You should ensure that you are using the same encoder if you want to compare screen recorders. VP9 is the default for Spectacle because it works out of the box on every Linux distro and is generally good enough, but GPU accelerated encoding support for it is rare. GPU accelerated encoding support for H.264 is fairly common for AMD/Intel/NVIDIA desktop and laptop GPUs, but it doesn't work out of the box on many Linux distributions. Switch to MP4/H.264 in Spectacle to get GPU accelerated encoding like GPU Screen Recorder.
