SUMMARY
When attempting to drag a video clip left or right on the timeline under certain conditions, the timeline unexpectedly scrolls vertically 

STEPS TO REPRODUCE
1. Adjust the height of the timeline area to be shorter so that vertical scrolling is required to view all tracks.
2. Create a subtitle on timeline
3. Scroll the timeline area vertically so that the uppermost tracks (e.g., V2) are out of view, and only lower tracks (e.g., V1 and below) are visible.
4. Click and hold a video clip on V1 and drag it left or right horizontally without moving the mouse vertically.

OBSERVED RESULT
The timeline unexpectedly auto-scrolls upwards (Y-)

EXPECTED RESULT
The timeline should not scroll vertically when dragging a clip horizontally
