SUMMARY
It seems that panels in "Panels Always Visible" mode is affecting the window placement on unrelated monitors. 
This seems to only affect applications running in Wine, so I am assuming some sort of X11 compatibility hangover. 

STEPS TO REPRODUCE
1. Have two monitors of physically different sizes. 
2. Put panel mode to "Always Visible"
3. Drag a wine window past the limits of the panel on another monitor.

As you can see in the video, the panel clearly limits the range of movement of the window on the other monitor. 
When changing the window mode to something else, like auto-hide, windows go below or dodge windows, this issue goes away.

EXPECTED RESULT
The panel not to have any influence on this type of window in other monitors.

This is also affecting window placement from games in Steam that are running in the proton layer.
