OBSERVED RESULT The Application Launcher is slightly scrollable, which is weird for the default size. And also this scrolling is so short that it doesn't serve the purpose of showing more content. EXPECTED RESULT The default size should be the perfect size for the default categories to fit in elegantly. Off by 25 pixels in a 4096x2160 screen at a 150% scale. I have a theory that the code is accidentally set to fit the top and bottom texts' top pixel (it's just too perfect for a coincidence). But the dev actually wanted the top and bottom capsules which contains these texts to fit.
Yeah, we should consider the height of the sidebar too.

Pushed by ngraham into branch 'master'. applets/kickoff: make initial size fit the sidebar Kickoff's height sizing somewhat simple: we make it large enough that it can fit the header, footer, and a grid 4 rows high (or fewer on very small screens). Unfortunately, this means that it will not take the sidebar's actual size into account at all; it's quite possible that it is scrollable by just a few pixels. But we probably don't want it to constantly resize dynamically either - to do so, we would need to set the minimum size (as in Kicker), and that would take away the user's ability to resize it manually to be smaller. The applet changing size if the user modifies the categories might also be unexpected. However, we can use the specifics of Plasma's applet popup sizing: on the first Plasma run where it is added, the popup will resize itself to match the fullRepresentation's implicit sizes. So if we set the implicit size to include the sidebar at its maximum height, while setting the minimum size to the previous default size, it will adjust itself to perfectly fit the categories (as long as they're not shorter than the minimum grid rows), but stay resizable by the user. We just need to make sure that we do not keep resizing it on the first Plasma run (to avoid a user resizing it to their preferred height, then changing the categories and having their configured size overwritten). We can do this simply by breaking the binding to the side bar's content height once it has done it's job of providing the initial size. And to prevent systems that provide a lot of categories from having a popup that doesn't fit the screen, we constrain it to a maximum percentage of the screen by default (though the user can still resize it manually).
