UI limiting password length

SUMMARY
The wifi spec puts pretty much no limitations on the WPA password, including min and max length. The KCM now puts limitations on the password, which the user cannot hope to match if the network's password falls out of that range. Also the Linux kernel allows up to 128 bytes.
Such a limitation would make sense when configuring a hotspot.

STEPS TO REPRODUCE
1. open network KCM
2.  click on a previously unconnected wifi network that has a 4 letter password
3.  try connecting with the 4 letter password

OBSERVED RESULT
Password not accepted by the UI

wifi connects
