Issue in Plasma 6.5.5

STEPS TO REPRODUCE
1. Have a widget open.
2. Click on the arrow to open System Tray.

OBSERVED RESULT
It doesn't open, you have to click on it again.

EXPECTED RESULT
Clicking just once should have switched to the System Tray.

The only exception is that System Tray switches fine with the Clock widget.

yes because technically you are already in systemtry, notice how the arrow changes. you can click the arrow inside the popup to go to the overview.

So the implication is that some users clicks on the arrow to close widgets, instead of clicking on the widget again?

You can use "back" arrow in top left corner to switch directly from a widget into the System Tray
