Gpg4win-5.0.0 is incompatible with Microsoft® Outlook® LTSC MSO (Version 2408 Build 16.0.17932.20638) 64-bit. Microsoft Outlook will not open.

Unfortunately, bugs.kde.org is the wrong ticket system for your issue. Gpg4win is not released by KDE but by g10 Code GmbH. Additionally, the Outlook add-in isn't even developed by KDE. You need to submit your bug report at dev.gnupg.org. I'm sorry for the inconvenience!
