SUMMARY
ldconfig -p | grep libgpgmepp                                                                                

        libgpgmepp.so.7 (libc6,x86-64) => /usr/lib/libgpgmepp.so.7
        libgpgmepp.so (libc6,x86-64) => /usr/lib/libgpgmepp.so

is present.

STEPS TO REPRODUCE
1.  open PDF in okular flatpak installation
2.

error message "cannot open"

Where did you get the flatpak from?

I'm sorry: I switched from flatpak okular to native okular, as flatpak 
was broken before. Now native okular is missing the dependency:

pamac list|grep okular
okular                                           25.12.1-1               
     extra     20,0 MB

```
