SUMMARY
User wants to customize system's date without changing region or language. User has a specific use-case for wanting YYYY MM DD (2026 01 11 or YYYY MMM DD (2026 JAN 11). User is frustrated that Windows of all things has more customizability than Linux's premier desktop environment.

OBSERVED RESULT
User cannot use a language they understand with the date format they want; user can use a language with a date format they do not want.

EXPECTED RESULT
User should be able to change date formats without necessarily being region locked or otherwise forced one way or another.

ADDITIONAL INFORMATION
User is a recent windows convert, but has come to love Linux and the exciting amount of choices that it brings... minus this minor dating SNAFU.

Unfortunately this is caused by a series of a limitations in Qt and POSIX.

Bug 340982 tracks KDE implementing something better for our own software. Note that it would still not help any non-KDE software.
