STEPS TO REPRODUCE
1.  Workspace settings:
     - Enable Transparency for menus
     - Enable Blur
2. Right click anywhere to open a context menu or open eg Dolphin and open the hamburger meu.
3. Open Kicker

OBSERVED RESULT
Menus are rendered fully opaque.

EXPECTED RESULT
The background is transparent and blurred.

KWin doesn't actually know if a popup is a "menu", a "combobox popup", "dropdown menu", "popup menu" or "turn-off menu", that's all X11 only. We might just have to remove / simplify some options in that effect.

Dialogs should be possible to fix though.
