SUMMARY
This didn't happen before.

STEPS TO REPRODUCE
1. Booting up computer
2. Display notification pops up "limited connection no internet" but was still downloading off the internet".
3. After awhile it went away.

Does it happen every time you start up the computer?

Does it happen in a new clean user account on the same computer?

Did it start happening after you changed anything specific, or updated the system?
