Open-Folder-With-menu-item-missing

I think we used to see "Open Folder With..." in the context menu of Dolphin when a folder on Desktop is right clicked, but it no longer is there.
On the other hand, it appears when you click and open that folder, and then right click any empty place there.

Operating System: Debian 14
KDE Plasma Version: 6.5.4
KDE Frameworks Version: 6.20.0
