SUMMARY
The desktop does not save any form of changes, including adding/removing widgets, changing positions of icons on the desktop and changing the desktop background. These are just the issues I was able to confirm. Worth noting, however, that the desktop does save new icons/files added to the desktop folder, such as shortcuts to games/applications or files created directly on the desktop.

STEPS TO REPRODUCE
1.  Make sure desktop is set to "Folder mode"
2.  Attempt to make any of the previously listed changes to the desktop
3.  Restart the desktop environment, either manually or by restareting the machine.

OBSERVED RESULT
All changes previously made will have been reverted.

EXPECTED RESULT
All changes should be saved and maintained.

That sounds weird. Does this reproduce in a new clean user account on the same computer?

I made a new standard user to test this and it looks like  changes are saved in that case. Is it possible that I just messed up some config at some point?

Also unrelated but I also found that when I click the "switch user" button in the DE my screen goes dark as if it's going to bring up the login screen but it just stays black indefinitely, forcing me to restart my computer by holding down the power button.

Yep, quite possible. Please do let us know what specific customization caused it once you find that out!

This sounds very much like Bug 511918, which was caused by a distro misconfiguration.
