SUMMARY
Can reproduce on both Arch Linux and neon unstable.

STEPS TO REPRODUCE
1. open System Settings
2. click on the down arrow that opens a drop down menu used to choose a light or dark global theme
3. 

OBSERVED RESULT
the drop down menu has a scroll bar even when there is nothing to scroll. Please see the attached screenshot.

EXPECTED RESULT
no scroll bar when there is nothing to scroll

Can reproduce. The popup appears to be 1px too short when this happens.
