From time to time after login i notice both screens go dark as if someone/something attempted to change screen settings, after that consistently second monitor has it's refresh rate set from above 60 to 60, opening the settings refreshrate is shown to be in my case 160, but the feel is of 60

the way i found i can fix it is manually switching to refreshrate other than the current one, and then back to 160, following that it's working as expected until few restarts pass and i notice again that black screen right after login which replicates the behavior

running xrandr shows the *+ on incorrect setting
running kscreen-doctor --outputs shows weird output, 
    * on incorrect 
    ! on actual

what i would expect is if it's renegotiating the refreshrate to show the updated "current" state in the settings dialog, not the incorrect one

I have added drm_info attachment to the issue

drm_info confirms it's set to 60Hz by KWin, not sure how that could happen though.

of note just rebooting is sometimes enough to revert it to the valid configuration.
so: login, black screen display starts being at 60 ->   reboot, ->  if no black screen after login, it is back to what it should be(did not happen enough times to say it's consistent)
