SUMMARY


STEPS TO REPRODUCE
1. open chromiun and at lest one more other  windows and make sure they are all maximized.
2. run chromiun for a well.
3. make chromium the top level window.
4. click on leftmost of the screen

OBSERVED RESULT
mouse click event goes to another maximized window, and activates that window.

EXPECTED RESULT
mouse click event should goes to chromium, and nothing should happen
