STEPS TO REPRODUCE
1. In systemsettings - Accessibility, enable "Color Blindness".
2. Enable "Invert".
3. Press Meta+Ctrl+I

OBSERVED RESULT
Plasma panel is inverted, but app windows are not, until I move the mouse for a few seconds, then all are inverted.

EXPECTED RESULT
Everything inverted at the keypress.

For me it's the other way around,  but it seems you have to hover windows to trigger invert.
