SUMMARY

Kwin resets its window open/close animation to glide after reboot. It will usually happen only after a reboot and not after power off+on (no hibernation)

I compared the kwinrc file after changing window open/close animation in Animations kcm, there is a weird entry "glideEnabled[$d]" under "[Plugins]" group.

I am attaching my [Plugins] Config on each kcm animation window open/close setting

With "Scale" chosen:

With "Glide" Chosen

AFAIK the reboot issue can be fixed by setting glideEnabled=false and scaleEnabled=true manually in the kwinrc file - unless you change something in the aninations kcm.

STEPS TO REPRODUCE
1. Pick the window "scale" animation
2. Reboot
3. It's back to "glide"
4. Note that it does not happen 100% of the time, but for me it happens few times a week on two different machines.

OBSERVED RESULT

Windows open/close animation resets to glide and glitches when windows close.

EXPECTED RESULT

Windows open/close animation stays consistent
