Summary
moving cursor or dragging windows leaves artifacts behind, its a horizontal one pixel width artifact with the colors of the object causing it, for cursor they are a short, for windows dragging the can be pretty big
its not affected by cursor or global theme.
i have 2k 140hz monitor, tested with fullhd and 2k, on 30 hz artifacts a lot stonger
STEPS TO REPRODUCE
1. in display settings set scale to 115%
2. move cursor or drag window 

OBSERVED RESULT
artifacts appear behind moving

What cursor theme and size do you use? Also, did you set the KWIN_FORCE_SW_CURSOR environment variable by any chance?

i use Breeze dark cursor theme, but the artifacts appeared on any cursor theme.
no i didnt set KWIN_FORCE_SW_CURSOR.
