Seemingly randomly, edit mode stops moving the wallpaper and displaying the toolbar above it on the internal screen. The edit dialog for the panel does show up if I click the panel. There is an external screen, there both work. I also noticed the clock widget on my desktop not updating for more than an hour, so it looks like the entire "view" is frozen.
Sorry, I know this isn't a very actionable report but I didn't find anything more useful.

Can you clarify under what circumstance this happens? As in, you right-click on the desktop and choose "Enter Edit Mode", and then nothing happens?

Yes, but I did a new install and cannot reproduce it anymore.
