All features seem to be hard-coded into the Kickoff menu. This is a bit puzzling. Normally this is the kind of thing GNOME developers do. Please restore the possibility for a system administrator to tweak the default configuration for all users. On a side note: we're currently running Plasma 5 on Rocky Linux in our local school. I'm preparing the upgrade to Plasma 6.
