SUMMARY
The weather report widget works as expected, but the icon next to temperature isn't showing.
I am using Environment Canada as a Provider

STEPS TO REPRODUCE
n/a 

OBSERVED RESULT
no icon next to temperature

EXPECTED RESULT
a icon showing either a sun, clouds or moon

SOFTWARE/OS VERSIONS
Linux/KDE Plasma:  NEON
KDE Plasma Version: 6.5.3
KDE Frameworks Version: 6.20.0
Qt Version: 6.10.1

Thanks. When this happens, does a proper icon appear if you switch to the Breeze icon theme? Or does that too show a "missing" icon?

I can confirm that no icon appears with breeze theme and breeze icons
(tried with light and dark) .... I alway see a ?

I've found several weather conditions on the envcan provider that map to a "NotAvailable" icon, like the one being shown in this case, such as "smoke", "dust" or "windy". 

I recently fixed a similar case for bbcukmet. It should be a case of choosing a good enough icon for those if there is none that perfectly fits.
