STEPS TO REPRODUCE
1. Be offline.
2. Click on "Download new plugins..."
3. Filter with "Installed"

OBSERVED RESULT
Nothing is shown; you can't remove the installed plugin.

EXPECTED RESULT
Being able to remove the installed plugins while offline.
