SUMMARY

Most Matrix clients allow you to disable/enable the notifications that they produce, so you can choose how much interruption is appropriate on that device. NeoChat has a Notifications toggle, but it disables notifications at the protocol level, affecting all your devices. 

(I discovered this the hard way: it caused me to miss a day's worth of messages from someone who was trying to reach me immediately.)

NeoChat would benefit from following what other clients do here: Expose a toggle for its own notifications without affecting other clients/devices. (I suppose it could also have the global toggle that it has today, but if I had to choose one, it would be the local toggle.)
