Path for holiday_de-by_de

The “Buß- und Bettag” is not a public holiday in bavaria any more, since 1995. There is only no school.
(see https://www.stmi.bayern.de/staat-und-verfassung/feiertage/)
So the entry in holiday_de-by_de should be changed from public to school:

just to be clear:

since 1995 there should be no “Buß- und Bettag” holiday.
before 1996 “Buß- und Bettag” should be a school holiday.
is that correct?
