STEPS TO REPRODUCE
1. Rotate the panel.
2. Open the Application Menu.

OBSERVED RESULT
Its size gets stretched to the max.

EXPECTED RESULT
It shouldn't change size without user input.

I don't understand the problem here. You resized the widget to be bigger than default, after moving the panel the widget was bigger like you explicitly resized it to be.

In the attached video I reduce the Application Menu to the minimum size possible, rotate the Panel, and the Application Menu is in the maximum size, I reduce to the minimum size and rotate it back, and the Application Menu is in the maximum size.

I can reproduce this, but this is not Application Menu, it's Application Launcher.
