After I updating my NobaraOS and rebooting my pc the plasma splash screen appeared for a split second instead of appearing for at least 1-2 seconds. After a reboot it never appeared anymore and now I can't see it. I found out that everything works perfectly on a new user
Can you run >ksplashqml --test and report what happens also what's in ~/.config/ksplashrc and .config/kdeglobals
So after diving a little bit more into the problem I noticed that in reality the animation worked for a split second on both new and main user. Today I switched from "Image" wallpaper option to "Wallpaper engine for KDE Plasma" option. After rebooting I noticed the splash screen returned and works fine everytime. Weird.
